The program

Own the cost baseline — and the commercial decisions taken against it.

Cost control fails quietly: a baseline nobody approved, a forecast nobody can defend, change absorbed instead of assessed. This program develops cost and commercial practitioners who build a controlled cost baseline (M-340) on a governed CBS (M-330), run a defensible forecast and variance loop, operate integrated change control, administer cost in the field, and close out the commercial position.

It owns commercial structures, cost baselines, change economics, forecasts and field cost administration — operating against the estimate built in Program 2, and handing forecasts and change-impact analyses to controls (P5) and performance intelligence (P6). It does not own scope decomposition (P1) or estimating mechanics (P2).

Author a Pi v2.0 cost plan with controlled inputs to the Basis of Estimate (M-310), structure a CBS (M-330), and convert an approved estimate into an Approved Cost Baseline (M-340) via MP16 and MA07.
Build a defensible cost forecast (M-350) supported by a controlled Basis of Forecast (M-360) via MC03, and operate the cost trend and variance loop (M-370) using MC05 and MC10.
Design a contracting strategy (MP04) that allocates risk between principal and contractor consistently with the delivery model, and brief commercial terms onto M-150.
Run the integrated change control system (M-520) for scope, schedule and cost change initiation (MD06, MD07, MD08), and document commercial impacts in M-170 and M-660.
Build a cash flow and S-curve view (M-380) via MP13 and use it to brief funding decisions.
Set up and operate the supplier docket and contract admin system (D-310, D-320) at field level and administer supplier and PO change (D-520).
Design cost KPIs that feed the integrated dashboard (M-540) and performance narrative (M-550) via MA03 — handed to P6 for portfolio-level reporting.
Lead commercial close-out: claims position, negotiation and final account variance via MA07, with outcomes captured in M-660.

Who is this program for?
Cost, commercial and controls professionals on mega projects — Cost Controllers, Contracts and Commercial Managers, QS Managers and Quantity Surveyors, Project Control Managers and Engineers, Package Managers, Contracts Administrators, and the construction, engineering and risk leads who work alongside them.
Do I need to take the courses in order?
Yes. The sequence runs the cost-and-commercial lifecycle: foundations, baseline build, the run-the-cost loop, integrated change, field administration, then commercial close-out. Courses 1–2 are the open-entry foundation.
Do I need Program 2 first?
It helps, but it is not required. Program 3 operates against an estimate built in Program 2 — Course 3 converts that approved estimate into the Approved Cost Baseline (M-340). If your estimate comes from elsewhere, the same conversion applies.
How is the program delivered?
Each course is a full-day workshop of around six effective hours, backed by a structured on-the-job coaching follow-up. Virtual and hybrid delivery runs as two 3-hour blocks with self-paced pre-reading.
What will I actually produce?
The governed artefacts of a controlled cost position — Basis of Estimate (M-310), Approved Cost Baseline (M-340), CBS (M-330), package budget (I-310), forecast and basis of forecast (M-350, M-360), variance register (M-370), cash flow (M-380), the change control system (M-520) and its records (M-170, M-660), plus the field set (D-310, D-320, D-520).
